sync: Support pluggable remote helpers for smart sync manifest server.
Introduce support for pluggable remote helpers (declared via the optional 'helper' attribute in <manifest-server>) to dynamically resolve proxy addresses. Route the XML-RPC manifest server connection through the resolved proxy.
