Becky Siegel 277759b9e1 agents: enable generic multi-perspective code review agent 
Configure git-repo-code-review-agent with use_default_subagents: true in
agents/agent_configs.txtpb so groupagent-grev-review uses the generic
gerrit_reviewer multi-perspective review framework.

Gavin Mak 881af15cdc agents: run review agents manually 
The review agents are broken right now, so don't run them automatically.
They should still be runnable on demand.
