python3-flask-restful: Upgrade 0.3.7 -> 0.3.8

Upgrade to release 0.3.8:

- Add Python 3.8 support
- Fix wrongly parsed Decimal fields
- Fix overridden response when calling abort with Response
- Various small fixes and updates to documentation
