gnome-text-editor: upgrade 46.1 -> 46.3

- Fix a trivial build error when -Werror=implicit-function-declaration is
- specified.
- Fix an issue with cancellation of closing a page
- Try harder to ensure a buffer disposes associated resources when
  the page is closed.
- Translation updates
