rsyslog: update 8.2202->8.2206

tcpsrv/imtcp, bug fixes and additional/updated tests:

ptest results for qemux86-64 with kvm and increasing filesystem space to
4GB using IMAGE_ROOTFS_EXTRA_SPACE :
