python3-arpeggio: Upgrade 1.10.1 -> 1.10.2

Upgrade to release 1.10.2:

- Added EditorConfig configuration
- Fixed parsing of version from setup.py when global encoding
  isn't UTF-8
- Fix repetition termination on a successful empty separator match
