python3-pymisp: upgrade 2.4.198 -> 2.5.0

- misp_instance_version_master now uses the 2.5 branch.
- Make mypy happy.
- Only include the changelog in the sdist package.
- [data] describeTypes.json updated.
- Openioc.py is not a script, but had exec bit.
