driverctl: upgrade 0.111 -> 0.115

Changelog:

* driverctl: Fix duplicate ID write error
* driverctl: add list-persisted command
* Fix device driver binding issue after re-enumeration
* driverctl: fix list_devices() when `driver_override` is not set
