python3-google-api-python-client: Upgrade 1.7.11 -> 1.9.3

Upgrade to release 1.9.3:

- update GOOGLE_API_USE_MTLS values
- bump api-core version
- fix python-api-core dependency issue
- add mtls feature
- add templates for python samples projects
