python3-humanize: Upgrade 2.4.0 -> 2.4.1

Upgrade to release 2.4.1:

- Explicit error if _DEFAULT_LOCALE_PATH is None
- Fix incorrect Portuguese spelling
- Fix fractional(0.333) output in README
