python3-prompt-toolkit: upgrade 3.0.43 -> 3.0.45

- Fix memory leak in filters.
- Improve performance of progress bar formatters.
- Fix compatibility when a SIGINT handler is installed by non-Python (Rust, C).
- Limit number of completions in buffer to 10k by default (for performance).
