python3-pefile: Move from meta-python to meta-oe

Browse Source 
- This recipe is needed by newer versions of fwupd from meta-oe
- Add ptest support for python3-pefile
- Add python3-pefile to PTESTS_FAST_META_OE since tests take < 30s
