python3-pcodedmp: add recipe

Add pcodedmp, a VBA (Visual Basic for Applications; the macro
programming language used in Microsoft Office) p-code disassembler
version 1.2.6:

- Some cosmetic changes
- win_unicode_console not used when unavailable
- win_unicode_console is now used only on Windows
