libpwquality: fix Nothing RPROVIDES 'lib32-python3-libpwquality'

Browse Source 
While multilib enabled, if other recipe RDEPENDS python3-libpwquality,
it failed with:
...
ERROR: Nothing RPROVIDES 'lib32-python3-libpwquality'
...

Do not use python3-${PN} could fix the issue.
