python3-cachetools: Upgrade 5.3.3 -> 5.4.0

Upgrade to version 5.4.0:

- Add the keys.typedmethodkey decorator.
- Deprecate MRUCache class.
- Deprecate @func.mru_cache decorator.
- Update CI environment.
