python3-jdatetime: upgrade 5.0.0 -> 5.1.0

- fix appveyor builds by installing current project
- Move datetime-specific code from date methods into datetime class
- Add Python 3.13 support and drop Pyhton 3.8 support
- Fix compare datetime with diffrent timezones
