python3-ujson: Upgrade 5.12.1 -> 5.13.0

Upgrade to release 5.13.0:

- Create manylinux2014 wheels
- Add support for Python 3.15
- Disable global interpreter lock for freethreading
- Re-enable building GraalPy wheels on macOS arm64
