gtk-xfce-engine: Fix build with glib-2.0 > 2.53

Fixes errors like
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xd6 in position 980: invalid continuation byte
Makefile:737: recipe for target 'xfce_typebuiltin.h' failed
