python3-smbus2: Upgrade 0.3.0 -> 0.4.0

Upgrade to release 0.4.0:

- Support for SMBus PEC (Packet Error Checking).
- Support for Python 3 type hinting and mypy static type analysis.
  Type stubs added to the project.
