ipvsadm: fix usrmerge install path

Update SBIN to fix below error when
usrmerge enabled in DISTRO_FEATURES.

ERROR: QA Issue: ipvsadm-dbg package is not obeying usrmerge distro feature. /sbin should be relocated to /usr. [usrmerge]
