python3-cmd2: Upgrade 4.2.2 -> 4.2.3

Upgrade to release 4.2.3:

- Fix ty unresolved-attribute warnings and add mypy back
- Update ruff to version 0.16.5
- Bump github/codeql-action
- Update readme
