lowpan-tools: drop recipe
The application has received its last upstream update 11 years ago. It has been on the skiplist[1] of meta-networking for the past 6 years due to being severly outdated. There are no recipes that would depend on this recipe in the meta-oe layers, nor in the layer-index[3]. Let's bid farewell.
