python3-humanize: Upgrade 3.1.0 -> 3.2.0

Upgrade to release 3.2.0:

- Internationalise intcomma and add fr_FR
- Apply setup-py-upgrade
- Test Python 3.9 final on Travis CI
- Fix grammar mistake in the Dutch translations
