python3-aiohue: Upgrade 4.4.2 -> 4.5.0

Upgrade to release 4.5.0:

- Add support for new Hue Tap Dial (relative rotary)
- Fix KeyError on fake Hue bridges
- Add monitor configuration type
- Updated rate limit statuscode
