usbguard: Remove pegtl from DEPENDS

Browse Source 
Using `DEPENDS = "pegtl"` with `--with-bundled-pegtl` doesn't make
sense, so drop the DEPENDS.

Also add github-releases checking for newer versions.

Drop redundant setting of `S` to the default.
