python3-pyzmq: Upgrade 21.0.1 -> 21.0.2

Upgrade to release 21.0.2:

- Fix wheels on macOS older than 10.15 (sets
  MACOSX_DEPLOYMENT_TARGET to 10.9, matching wheel ABI tag).
