python3-bandit: Upgrade 1.7.1 -> 1.7.2

Upgrade to release 1.7.2:

- Fix broken reported URL link for B107
- test_help_arg: remove assert on 'optional arguments'
- Create FUNDING.yml
- Start using auto-formatters
- Drop end-of-life Python 3.5 and 3.6
- Fix README.rst
- Added snmp_security check plugin for various SNMP checks
- Remove leftover openstack code
- Correctly define extras in setup.cfg
