It's not necessary to specify the protocol parameter when it's the
default protocol for the fetcher, e.g. the default protocol for
git fetcher it git, "protocol=git" isn't needed.

* otherwise perl from host is used and if there isn't libxml-parser-perl
installed on host it fails with:
checking for XML::Parser... configure: error: XML::Parser perl module is required for intltool
