iso-codes: add missing dependency on gettext-native
...
* msgfmt is called in do_install and both MSGFMT variables
are empty without gettext-native detected in configure
%.mo: %.po
$(MSGFMT) $(MSGFMT_FLAGS) -o $@ $<
