The protobuf 3.15.2 suffers from the C++ "Static Initialization Fiasco"
issue. This patches makes the extension attributes have a higher
priority than the attributes, so there's no possibility of random
initialization orders.

Commit 2e794f33a4 cherry-picked a fix from master, which used
the new override syntax, which was introduced in poky commit
2abf8a699edd513405be (2021-07-25, "bitbake: bitbake: Switch to using new
override syntax"). However, this change was merged after 3.4_M2 and is
not part of hardknott, so bitbake complains about the new syntax:

Revert to the old syntax on the hardknott branch for now.

Adding -f*-prefix-map to LDFLAGS caused the following issue:
QA Issue: ldns.pc failed sanity test (tmpdir)
Fix by filtering out -f*-prefix-map from *.pc files.

Commit 836912ab changed the logic in this recipe to stop looking for
"ppc64le". This caused the ppc64le systems used by me to stop working.
There wasn't much in the commit message on why this change occurred but
ppc64le is definitely still needed.

The tclap switched from autotools to CMake in 1.4.0 and drop the
pkg-config file tclap.pc. Some projects (e.g. ima-inspect) still
require it. So add it back.

Like it's done for protobuf and flatbuffers move the binaries produce
by gRPC to a grpc-compiler package.
This is more explicit and keep coherency with protobuf and flatbuffers.

Newer gcc ( gcc11 ) will be defaulting to c++17 and abseil currently
needs work to get working with c++17, so pin to c++14 untill upstream
gets it working with c++17
