SECTION has been used inconsistently throughout the recipes in this layer.
Convert them to all use the same convention.

The deprecated test code was no longer used, so remove it
to avoid compiling failure with -Werror=unused-function

Changes:
- rename SUMMARY with length > 80 to DESCRIPTION
- rename DESCRIPTION with length < 80 to (non present tag) SUMMARY
- drop final point character at the end of SUMMARY string
- remove trailing whitespace of SUMMARY line
