50925849c0 python3-eth-account: set CVE_PRODUCT 
The relevant CVEs are tracked with ethereum:eth-account CPE, and
the default python:eth-account one doesn't match relevant entries.

Set CVE_PRODUCT accordingly.

See CVE db query:
sqlite> select * from products where product like '%eth-account%';
CVE-2022-1930|ethereum|eth-account|||0.5.9|<

a5e9cf5cd1 python3-eth-account: Upgrade 0.12.1 -> 0.13.7 
Upgrade to release 0.13.7:

- Fix issues with the json schema generation for Pydantic models
  (SignedSetCodeAuthorization) and simplify the serialization by
  moving a misplaced @field_validator decorator above @classmethod
  (not below it).
- Update and clarify documentation for authorization signing.
