Adding UPSTREAM_CHECK_REGEX fix UNKNOWN_BROKEN status
from running devtool check-upgrade-status.
The next version of the package can be found from upstream
sources.

- Resolve nondeterministic --diff output.
- --hide-rate supports all output file types
- Fixed --diff-list-file with unknown listed file.
- Fixed parsing of verbose option in the cloc configuration file.
