SDL2_net does not install SDL2_net.pc. Thus, libsdl2-net cannot package
the file. Fix this by applying an upstream patch.

GL is only used for an example binary, add PACKAGECONFIG opengl to enable/disable
it according to 'opengl' in DISTRO_FEATURES or not. Otherwise it fails to build
world if 'opengl' doesn't exist in DISTRO_FEATURES.

I've verified that bitbake -c patch world works with these, but did not run a world
build; the majority of recipes shouldn't need further fixups, but if there are
some that still fall out, they can be fixed in followups.

GCC-15 defaults to C23 and this component is almost dead.
it still is needed by few other recipes so keep it going
but ideally removing it might be a better thing to do in
near future
