newer gnulib-tool wrappers try to run a sibling Python
launcher file, .gnulib-tool.py, when Python 3 is available.
In current gnulib, that file is a real part of the tree,
and gnulib-tool will exec "$prog.py" in that mode

for what changes are needed, and sed commands that can be used to make them en masse.
I've verified that bitbake -c patch world works with these, but did not run a world
build; the majority of recipes shouldn't need further fixups, but if there are
some that still fall out, they can be fixed in followups.

As per gnulib_2018-03-07 recipe information,
SRCREV = "0d6e3307bbdb8df4d56043d5f373eeeffe4cbef3"
This revision was committed on "2018-12-18".
There is a discrepancy between SRCREV and the recipe version.
Which reports "CVE-2018-17942" as unpatched.
To report "CVE-2018-17942" as patched,
We need to align a recipe name with SRCREV commit date.

This patch updates SRC_URIs using git to include branch=master if no branch is set
and also to use protocol=https for github urls as generated by the conversion script
in OE-Core.

When building an image which included 'netcf' I saw the following
warning which is followed by a python backtrace:

>From this we find that the 'gnulib' package would fail the manifest
crosscheck for the 'package_write_rpm' task. By switching from
'noexec' to 'deltask' for this task (and its "siblings") we completely
remove the task and thus there is not crosscheck to fail.
NOTE that there is a pending merge which will change the backtrace for
a proper ERROR: [package_manager.py: Print offending package instead
of non-sense trace]

The revision currently used is quite ancient (beginning of 2014) and we
need bugfixes commited since then. Rather than backport patches it's
cleaner to uprev.
