Ross Burton f727a0847a meta-oe: remove redundant PYPI_PACKAGE assignments 
Remove assignments to PYPI_PACKAGE where the value is the default value,
that is the recipe name with any python3- prefix removed.

Khem Raj c16704f6a3 python3-looseversion: Move to meta-oe 
its needed by fuse3 and right now its only needed by fuse3
in meta-openembedded layers, move it to meta-oe along with
fuse3
