License-Update: license note moved from README to README.md and expanded to a full copyright / same-terms-as-Perl stanza
fix URI and license for 9999.32
The 9999.32 release is published by new CPAN maintainer (CAPOEIRAB)
and renamed the license file to README.md
- Point SRC_URI at the CAPOEIRAB author directory (sha256 unchanged).
- Update LIC_FILES_CHKSUM to the COPYRIGHT & LICENSE section of README.md.
- Refresh the stale HOMEPAGE to the dist page.

Add missing dependencies, and install lib/File in ptest folder, because it
is considered as test data, accessed by the tests.

I've verified that bitbake -c patch world works with these, but did not run a world
build; the majority of recipes shouldn't need further fixups, but if there are
some that still fall out, they can be fixed in followups.

This is the result of automated script (0.9.1) conversion:

converting the metadata to use ":" as the override character instead of "_".

The licenses were renamed to match their SPDX names, fix the
references in LIC_FILES_CHKSUM
Correct the checksums where they were wrong

These perl modules use cpan class, which adds build time dependency on
perl, and since perl is arch specific this ends up with sstate signature
differences for do_configure when arch is changed, therefore these
packages needs to be made part of arch package-arch

Since File::Slurp is broken since ages and File::Slurp::Tiny discouraged
for some years, newer perl5 module distributions often rely on File::Slurper.
