Maintainership moved on CPAN from OVID to NEILB, so update the
SRC_URI author path and HOMEPAGE accordingly. Refresh
LIC_FILES_CHKSUM for the updated FSF address in the bundled GPL
text; the licensing (Artistic-1.0 | GPL-2.0-or-later) is unchanged.

I've verified that bitbake -c patch world works with these, but did not run a world
build; the majority of recipes shouldn't need further fixups, but if there are
some that still fall out, they can be fixed in followups.

diff() provides a basic set of services akin to the GNU diff
utility. It is not anywhere near as feature complete as GNU diff, but it
is
better integrated with Perl and available on all platforms. It is often
faster than shelling out to a system's diff executable for small files,
and generally slower on larger files.
