Convert to new override syntax

This is the result of automated script (0.9.1) conversion:
oe-core/scripts/contrib/convert-overrides.py .
converting the metadata to use ":" as the override character instead of "_".

The Standard error type "syslog" is obsolete, causing a warning since systemd
version 246 [1].
Please consider using "journal" or "journal+console"

IpPool is a userspace daemon for managing one or more pools of IP
addresses. It was developed as part of the OpenL2TP project but has
since been repackaged so that it may be used independently of OpenL2TP.
