The pmem_cvap() function currently uses the '.arch armv8.2-a' directive
for the 'dc cvap' instruction. This will cause build errors below when
compiling for ARMv9 systems. Update the '.arch' directive to 'armv9.4-a'
to ensure compatibility with ARMv9 architectures.

Currently, any non-native recipes that inherits cpan-base ends up
with an image RDEPENDS on perl (via
https://git.yoctoproject.org/poky/tree/meta/classes-recipe/cpan-base.bbclass?h=scarthgap#n14)
If you are building an image and desire to have Postgresql installed
but NOT perl, this creates a problem. This changeset attempts
to fix this shortcoming by not inheriting cpan-base directly.
Note this work is a continuation of attempts to change cpan-base:
https://bugzilla.yoctoproject.org/show_bug.cgi?id=15563
The Postgresql build system uses perl, so add it as a DEPENDS. This
happened previously via the "inherit cpan-base" directive.
I've validated this recipe successfully packages with and without
the perl PACKAGECONFIG in Scarthgap.

for dependencies unnecessarily and WITH define automatically

Considering [1] is mainly used to test fmt 10.0.0 failure and we use libfmt
10.2.1 now, so define "-DHAVE_SYSTEM_LIBFMT_EXITCODE=0" as workaround [2] to
fix the above configure error.
Remove the problematic assert lines to fix the below build failure on 32bit
arm as the next 10.11 release will bring the assert back in a way that works
on 32-bit arm [3].

Having useradd class inherited for the -native recipe makes no sense and
emit this kind of warning during reproducibility test:
stdio: WARNING: QA Issue: mariadb-native: native/nativesdk class is not inherited last, this can result in unexpected behaviour. Classes inherited after native/nativesdk: useradd-staticids.bbclass [native-last]
So, move the useradd inherit and associated variables to the target side
of the recipe.

The influxdb systemd service tries to run the script
influxd-systemd-start.sh, but it was not copied to the correct location
by the influxdb recipe. This led to a failure during start-up:
