Yi Zhao f96b327a46 xfsprogs: upgrade 4.17 -> 4.18 
License-Update: Removed doc/COPYING and up-to-date license files in
LICENSE/. This does not change the license of any of the code.

Rebase patches:

  0002-include-include-xfs-linux.h-after-sys-mman.h.patch
