Mingli Yu 6ef9657068 vim: improve reproducibility 
Clear all_cflags, all_lflags, compiled_user
and compiled_sys to avoid introducing build
info to improve reproducibility as below:

Randy MacLeod 3798321fc9 vim/vim-tiny: upgrade 8.1.0172 -> 8.1.0347 
The license file changed because the vim format tag
on the last line of the file changed. Specify the
the license end line to avoid this problem.
