Leon Anavi 151584c71c python3-breathe: Upgrade 4.36.0 -> 5.1.0 
Upgrade to release 5.1.0:

- Dropped support for Sphinx 6.2, 7.0 & 7.1 and added python 3.14
- Strip leading spaces when making initializer
- Fix duplicate constexpr qualifiers on constructors
- Handle C++11 extended friend declarations
- Keep template arguments in class template specialization names

Ross Burton 3809d75326 meta-python: remove redundant PYPI_PACKAGE assignments 
Remove assignments to PYPI_PACKAGE where the value is the default value,
that is the recipe name with any python3- prefix removed.

* moved the recipe from  meta-python/recipes/devtool to meta-python/recipes-devtools/python3-breathe
  What seems to be a more common location
* added nativesdk to BBCLASSEXTEND
