LICENSE_FILE md5 changed do to copyright date change.

NTF's NTP Project is releasing ntp-4.2.8p10, which addresses:

    6 MEDIUM severity vulnerabilities (1 is about the Windows PPSAPI DLL)
    5 LOW severity vulnerabilities (2 are in the Windows Installer)
    4 Informational-level vulnerabilities

    15 other non-security fixes and improvements

All of the security issues in this release are listed in VU#633849.

ntp-4.2.8p10 was released on 21 March 2017.

  update the messages to warn possible users that the
  recipe will be removed before the end of the next development
  cycle (before Yocto 2.4 is released).

* updated with:
  sed -i 's/^\(PNBLACKLIST.*".*\)"/\1 - the recipe will be removed on 2017-09-01 unless the issue is fixed"/g' `git grep PNBLACKLIST | sed 's/:.*//g' | sort -u | xargs`
* then noticed couple recipes being blacklisted only based on

Kai Kang f2dfae5655 curlpp: 0.7.3 -> 0.8.1
Upgrade curlpp from 0.7.3 to 0.8.1. The main difference between 0.7.x
and 0.8.0 is that it replaces autotools with cmake, see
https://github.com/jpbarrette/curlpp/releases/tag/v0.8.0

The homepage of curlpp on googlecode is obsoleted, so update it and use
soure code repo on github.

Remove dependency boost which is dropped by upstream. And remove extra
CXXFLAGS which has been fixed by upstream.

 with the same priority, please check

 for details

In that file we see:
 /usr/share/man/man1/logger.1
 /usr/share/man/man1/logger.1.util-linux 80
 /usr/share/man/man1/logger.1.inetutils 80

Since most people would probably expect the util-linux version, we
drop inetutils by one.

Joe Slater 916a95029c chrony: fix build failure for arma9
Eliminate references to syscalls not available
for ARM_EABI.  Also add a dependency on libseccomp
which is needed for scfilter to work.

Set PACKAGECONFIG to not enable scfilter, since
kernel CONFIG_SECCOMP is unlikely to be set.  This
aligns the usage of libseccomp with that of other packages.

Szombathelyi György de05464e96 samba: update tevent_internal.h
Update the tevent_internal.h file to the same version
as the current OpenEmbedded recipe version, otherwise
nmbd will segfault immediately at start, and strange
crashes occurs with smbd. Samba uses this internal
libtevent header file, and it is crucial to match
this file to the external libtevent.

Paul Gortmaker 1a63d1dcf3 netcat-openbsd: fix implicit dependency on pkg-config
In the report at http://errors.yoctoproject.org/Errors/Details/130673/
we see the following:

i586-oe-linux-gcc  -m32 -march=i586 <snip> netcat.o atomicio.o socks.o `pkg-config --libs libbsd` -lresolv -o nc
/bin/sh: 1: pkg-config: not found

What follows is a bunch of link errors for BSD library functions, as
the backtick didn't return anything but an empty string and hence no
BSD library was involved in the link.

I was able to reproduce this by temporarily removing my host version
of pkg-config, and then validated that this fix solves it while still
having the host binary removed.  So it should fix the reported issue.
I also confirmed pkg-config was in the sysroot after the change.

This should fix:

| /bin/bash: glib-compile-resources: command not found

Fix which glib-compile-resources is picked up. Ensure we use the native glib-2.0p version and not one from the host.

I could not reproduce this but "which  glib-compile-resources" pointed out the problem.

lldpd (0.9.6)
  * Changes:
    + Add a compile-time option to restore pre-0.9.2 JSON format (when
      using json-c). Use `--enable-json0` to enable this option.
    + Support for newer ethtool interface on Linux
      (ETHTOOL_GLINKSETTINGS) and additional speed settings.
    + Current MAU type is displayed even when autoneg is off.
    + Increase netlink receive buffer by default. Can be changed at
      compile-time through ./configure.
  * Fixes:
    + Correctly parse LLDP-MED civic address when the length of the
      TLV exceeds the length of the address.
    + Fix 100% CPU on some rare error condition.
    + Fix lost timer when an interface is enslaved on Linux.

lldpd (0.9.5)
  * Changes:
    + More Ethernet media supported. However, RFC4836 is quite
      out-of-date with respected to 10G+ speeds, bringing some
      inaccuracies.
    + Directly get media information for an interface without using
      the privileged process.
    + LLDP-MED capability TLV is not sent when LLDP-MED is not
    enabled,
      even if other LLDP-MED TLV are present.
  * Fixes:
    + Compilation fix with older versions of GCC.
    + Don't use ethtool at all to get real MAC address for enslaved
      devices (always use /proc).

lldpd (0.9.4)
  * Changes:
    + Make lldpd accepts a `-p` option to specify the PID file.
    + Ability to change multicast MAC address to two additional values
      to reach customer bridges.
    + lldpcli will now display chassis TTL when detailed view is
    enabled.
  * Fixes:
    + Fix setting of local value for port ID.
    + Fix compilation with BSD make.
    + Ensure lldpcli returns an error code on invalid commands.

lldpd (0.9.3)
  * Changes:
    + Do not rely on support of constructors for liblldpctl.
    + Always log to stderr (even in addition to syslog).
    + `lldpcli watch` accepts a limit on the number of received
    events.
  * Fixes:
    + `lldpcli -f {xml,json} watch` should work now.
    + Consider `veth` interfaces as physical interfaces.

Paul Gortmaker 2418ea389b inetutils: register hostname.1 man page as an alternate
The coreutils has a hostname command; this package already dealt
with that existing as an alternate, but for some reason it did not
do the same with the manpage of the same name.  The conflict varied
from intermittent to "why does this keep happening to me?!?".

Mark gets credit for the fix; he didn't want to bear witness to yet
another premature death of a USB keyboard and suggested the change
here; which I then largely just confirmed as functional, since I
happened to "be so lucky" as to have the reproducer.

The failure showed up in do_rootfs as follows:

Jagadeesh Krishnanjanappa 8e068c2022 iscsitarget: use upstream to build with linux kernel >= 4.3
1. The original patch is at
   http://launchpadlibrarian.net/227478885/iscsitarget_1.4.20.3+svn502-2ubuntu2_1.4.20.3+svn502-2ubuntu3.diff.gz,
   those changes were taken using #ifs to allow compilation of iscsitarget
   package with kernel versions < 4.3.

2. It helps to maintain the patches in future, when iscsitarget is updated.
