Colin McAllister 96c8c6ef11 gstd: Upgrade to 0.16.0 release ...

Removed exec_prefix from paths passed to rmdir because prefix is no
longer used for runstatedir and logstatedir (See meson chagnes in
commit b2ca22b).

Upgraded libsoup-2.4 dependency to libsoup 3.
