Upstream changes (git log):
 * Update headers for NVIDIA Video Codec SDK 13.1.
 * Add the full set of cuMemsetAsync-family functions and other missing
   CUDA functions for Video Codec SDK 13.1 interaction.
 * Load nvEncodeAPI.dll for native Windows ARM64.

Version-only bump (git tag n13.1.15.0); the local clean-target patch
still applies.
