Alex Kiernan 6ef233ba3d wireshark: let PACKAGECONFIG libnl turn netlink off 
When the migration from autotools to cmake happened, the libnl
PACKAGECONFIG was kept, but -DENABLE_NETLINK=ON was in EXTRA_OECMAKE
unconditionally.
