Khem Raj 009cff1a8a libmtp: upgrade 1.1.21 -> 1.1.23 ...

1.1.23 gained --enable-crossbuilddir, which uses the native mtp-hotplug
to generate udev rules. Use it and drop the local
0001-Use-native-mtp-hotplug and 0002-util-mtp-hotplug patches.
