netdata's cmake build unconditionally requires systemd for the
'Systemd units' plugin unless explicitly disabled. Tie
ENABLE_PLUGIN_SYSTEMD_UNITS to the same DISTRO_FEATURES systemd check
already used for the journal option, so sysvinit builds configure
