Update UPSTREAM_CHECK_REGEX to check the correct latest stable verison.

Before the patch:
$ devtool latest-version dhcp-relay
INFO: Current version: 4.4.3p1
INFO: Latest version: 4.4.3

After the patch:
$ devtool latest-version dhcp-relay
INFO: Current version: 4.4.3p1
INFO: Latest version: 4.4.3-P1
